MASTER DEGREE PROGRAMME IN MEDICINES POLICY AND MANAGEMENT
Introduction

Medicine is important component in health care, and most of the health budget has been spent on medicines. Improper medicines policy and management in a health care unit would consequently bring about some significant medical and economic. Expertise in this area is, therefore, a determinant for the success of medical care not only for the executive officers who are in charge of drug provisions but also for the health managers in determining strategies.
Higher education programmes for health care professionals, like in public health management, hospital management, health promotion, etc., are offered in many universities in Indonesia. Unfortunately, higher educatio programmes for drug managers in health services are still insufficient. For this purpose, this Programme offers an opportunity to achieve a Master Degree in medicines policy and management.


Objectives

The Master Degree Programme in Medicines Policy and Management is an S2-level education that prepares professionals to be able to manage medicines policy at macro-level (national) and micro-level(in district health offices, public and private hospitals, or institutions), strategic management and health programmes related to medicine use. Nowadays, this expertise is highly needed in the decentralization of health care and medicine procurements

The Program

1.Training Material
The curriculum consists of:
- Public health & biostatistics 30%
- Medicines policy 20%
- Strategies to promote rational use of medicine 30%
- Drug management 20%

At the end of the programme, students shall complete a supervised research work (thesis).



2.Training Design
The program is designed in two options. The first option is a three-semester or 18-month full-time program using an in-class interactive lecturing method. The second option is a distance learning program, combines in-class lecturing method (minimum 50% on-campus) and long-distance communication (maximum 50% off-campus). The latter is designed to cater to the participants who are unable to attend the class for more than 6 weeks due to various constraints e.g., difficulties in leaving their work, geographical factors, inability to attend class regularly, family matters.


3. Evaluation of students' perfomance
The components to be evaluated are:
- In-class activities, long-distance discussions
- Individual assignments
- Written exams
- Thesis


4. Admission
Below are the stipulations needed for registration:

· Curriculum vitae
· Bank statements or letter of guarantee from the sponsor indicating financial ability to participate in this program.
· A copy of academic records and diplomas
· Letter of recommendation from applicant’s school or institution (especially for applicant who work in school or institution)
· Letter of recommendation from the Indonesian Embassy in the applicant’s country
· A letter signed by the applicant stating that the applicant will not engage in a job during his or her time of study and will obey the Indonesian laws and regulations
· Eight passport-sized photographs
· A copy of applicant’s passport showing the applicant’s picture and the date of issue and expiry. The passport must be valid for the entire period of study in Indonesia.
· A statement of good health from the applicant’s doctor.



5. Tuition Fee
US $ 13,000 for 2 semesters paid in 2 allotments (50% prior to semester I and 50% prior to semester II)
The tuition fee does not cover:
Ø Research work and thesis
Ø Books
Ø Health Insurance
Ø Cost of living (currently estimated at US$ 300 - 400 per month)



Program Achievements

The program was started in 1996 and has trained professionals such as doctors, dentists, pharmacists, economists, law scholars, who worked in the field of health both in private and government-owned institutions in Indonesia. The size of the class is limited to 10 students per batch, in order to achieve the most effective learning process.

Graduation and Alumni Activities
By the year 2002, the program has graduated 38 masters. The following are some achievements/ activities done by students and graduates:

The alumni have returned to their work places and many of them got promotions in their work such as becoming head of the official health district, Vice Directors of Hospital and move to the higher positions.

The alumni and/ or students are assigned as independent evaluators, appointed by National Agency of Drug and Food Control to evaluate the use and safety of new drugs applications.

The alumni/ students presented their researches in the international forums.

The alumni/ students participate in international forums on rational use of medicines and medicine policy.
